Can a government model radio scanner hear cellular phone calls in the USA?

Question: I saw that there are unavoidable frequency radio scanners that are for sale only for export or government action's. Can these hear current cell phones sold in America? I knockout why the public is banned from owning these scanners. What do they not want us to be blind to

Answer: The law which created this stump, ECPA 1984, was a result as other pointed out the capture of a partisan phone call and others via scanners using the old AMPS cell phones which were analog. You could obtain them on an old TV on the UHF tuner if you knew what you were doing.
